    In my English, "at the ocean" would mean en la playa. "In the ocean" would mean that you are physically in the water, dentro del mar. "On the ocean" would mean that you are on a ship, etc., that is sailing the ocean. Therefore, all three could be correct, but the meaning changes with each.
