    It was laid before Parliament on 21 April 2021 and will need to be approved by both Houses before it can be enacted. The Government is required to set carbon budgets under the Climate Change Act 2008. They are legally binding and are intended to act as stepping stones towards the net zero target in 2050.
    However, the UK comprises around 3.7% of the world’s GDP (World Bank, 2019) and 1.9% of CO2 emissions based on consumption in 2011 (Organisation for Economic Co-operation and Development, 2015). As a result, the UK represents a relatively small proportion of CO2 emissions embodied in global trade.
    The UK increased its net imports of CO2 emissions per head from 1.7 tonnes in 1992 to 5.1 tonnes per head in 2007. However, the UK comprises around 3.7% of the world’s GDP (World Bank, 2019) and 1.9% of CO2 emissions based on consumption in 2011 (Organisation for Economic Co-operation and Development, 2015).
    Each participant must surrender allowances proportional to the number of tonnes of carbon dioxide they emit. This encourages them to reduce their emissions if they can do so for less than the cost of allowances. Allowances are initially distributed either freely to participants, or through an auction.
