In this article, the author discusses the United Kingdom’s Transport Research Laboratory (TRL), formerly a governmental agency that was privatized in 1996. TRL, with over 550 staff members, is based outside of Wokingham, Berkshire.
It became an executive agency of the UK Department for Transport (DfT) in 1992, and changed its name to the Transport Research Laboratory (TRL). It was privatised in 1996, though earlier plans in 1994 for a proposed privatisation were criticised at the time, notably by former Transport Minister Barbara Castle.

The RRL (Road Research Laboratory), was created when the Ministry of Transport's Experimental Station, formed in 1930 at Harmondsworth, near Heathrow, southern England, was transferred to the Department of Scientific and Industrial Research (DSIR).
